Overview
WSDOT issued SL 9727-209 (December 3, 2025) as an Interpretive Engineering Decision (IED) under GP 1-03.5, requiring below-grade sheet-applied membrane waterproofing and watertight elevator pits at Brickyard West, East, and Canyon Park BRT stations. Skanska protested (LTR 287, December 5), supplemented (LTR 301, December 19), and filed a second supplement (LTR 310, December 31). WSDOT denied all claims (SL 9727-239, January 9, 2026). Skanska filed a Dispute Notification (LTR 331, January 23, 2026) and is proceeding with work while disputing.
